Moore chaired the Military and Veterans Affairs Committee in the AL House. He supports the creation of a "Veteran’s Advisory Group to the VA Medical Center’s Directors and their staff members to meet quarterly with Veterans to exchange ideas and concerns to better the quality and timeliness of VA services. The same should take place at the VA Regional Office in Montgomery. He believes women Veterans' health care “must” be changed to allow women the ability to choose the gender of their VA Health Care provider and to place priority on privacy issues for women at VA clinics and demands the VA implement recently-approved presumptive conditions related to Agent Orange exposure for Vietnam Veterans.

He thinks abortions resulting from "incest and rape could be on a per case basis but not without in depth counseling." In the AL House, he voted against a bill that would authorize midwives to practice independently, although the bill ultimately passed.
Moore has said that he is in support of "health care savings accounts, competitive drug pricing and insurance across state lines." When in the AL House, he voted in favor of a bill that prohibited fetal tissue from being sold or used for research. Moore also is a proponent of tort reform and "...putting medicine back in the hands of doctors. Insurance was much cheaper with lower deductibles before the government took it over. We need to enforce basic standards of insurance practices to insure that medical costs stay as low as possible and that everyone can obtain and maintain health care."
