Moore received the second most votes in the Republican primary election but won the runoff defeating Jeff Coleman with over 60% of the vote. Moore ran against Democrat Phyllis Harvey-Hall in the general election.

Moore leads Barry Moore Industries, a successful waste hauling company in founded in 1998. Moore was elected to the Alabama House of Representatives in 2012 and served until 2018. During his time in the legislature, Moore served on the Education Policy, Rules and Commerce and Small Business Committees and was chair of the Military and Veterans’ Affairs Committee.
On The Issues
Moore has made comments downplaying the COVID-19 pandemic, including ".. you’ve got a 97 percent survival, 98 percent I think it is now if you're under the age of 70 [...] I think it’s 99.5 percent if you’re under the age of 70. So what’s the big deal about it? It’s nothing. They're using it to put fear in people.” Moore has also spoken positively regarding the use of hydroxychloroquine.
Moore wants to repeal and replace the ACA.

MENTAL HEALTH AND ADDICTION
Moore wants to fight for improved mental health and suicide prevention assistance to ensure all Veterans have access to viable life-saving preventive medicine and proven treatments.
Moore applauded a Trump executive order that prioritizes American-made drug purchasing and production over foreign companies.
VETERANS HEALTH CARE
Moore chaired the Military and Veterans Affairs Committee in the AL House. Moore has stated, "It is my opinion Congress must establish a partnership with the VA to establish a successful culture of collaboration with the intent of continuing positive and meaningful changes in future service to our deserving Veterans." He supports the creation of a "Veteran’s Advisory Group to the VA Medical Center’s Directors and their staff members to meet quarterly with Veterans to exchange ideas and concerns to better the quality and timeliness of VA services. The same should take place at the VA Regional Office in Montgomery. These valuable opportunities should make continuous progressive changes which will provide the Vets improved services and benefits while greatly enhancing the VA’s reputation! A win-win opportunity!"
Moore has stated that his priorities for Veterans health include that all service-connected Veterans should have a choice to have their health care needs met by either the VA or private medical providers. He believes it would greatly help the aging and handicapped military retirees under TRICARE to receive their prescriptions by either drive-up service or by mail as distributed by military bases. He intends to work to pass legislation to amend the VA’s health care benefits to include nursing home care and fight for improved mental health and suicide prevention assistance to ensure all Veterans have access to viable life-saving preventative medicine and proven treatment. He believes women Veterans' health care “must” be changed to allow women the ability to choose the gender of their VA Health Care provider and to place priority on privacy issues for women at VA clinics and demands the VA implement recently-approved presumptive conditions related to Agent Orange exposure for Vietnam Veterans.
Moore is pro-life and endorsed by National Right to Life. Moore opposes funding for Planned Parenthood from any level of government and supports the Born Alive Abortion Survivors Protection Act. He thinks abortions resulting from "incest and rape could be on a per case basis but not without in depth counseling." In the AL House, he voted against a bill that would authorize midwives to practice independently, although the bill ultimately passed.
OTHER HEALTH CARE ISSUES
Moore has said that he is in support of "health care savings accounts, competitive drug pricing and insurance across state lines." When in the AL House, he voted in favor of a bill that prohibited fetal tissue from being sold or used for research. Moore also is a proponent of tort reform and "...putting medicine back in the hands of doctors. Insurance was much cheaper with lower deductibles before the government took it over. We need to enforce basic standards of insurance practices to insure that medical costs stay as low as possible and that everyone can obtain and maintain health care."
