She ran against Republican Lee Haywood to succeed retiring Republican Mark Walker in representing the district.

Manning is a partner at a firm where she practices immigration law. She served as director of the Jewish Federations of North America. Manning was the Democratic candidate in 2018 for North Carolina’s 13th Congressional District, losing to incumbent Republican Ted Budd.

COVID-19 PANDEMIC

Manning has criticized President Trump's response to the COVID-19 pandemic, including his not wearing masks, not social distancing, not leading more in PPE production and not working enough to expand testing and contact tracing.

HEALTH COVERAGE

Manning is a proponent of the ACA and expanding it to include a public option/universal coverage.

MARIJUANA

Manning opposes prison sentences for marijuana possession, but is undecided regarding legalization.

MENTAL HEALTH AND ADDICTION

Manning supports increasing access to mental health and addiction treatment, particularly to fight the opioid crisis. Manning has said that, "We need to be working with first responders to make sure they have the support and medications that they need. We need to make sure there are the treatment centers that will help people get over their addiction, but first and foremost we need to make sure that we're not throwing people off their health insurance [by not protecting people with pre-existing conditions}..."
